The satellite was commissioned into space to provide data on atmospheric chemicals in upper space, which it did. Until 2005. It was later made disfunct and has since then remained in orbit until its recent re-entry. NASA claims that most of the fallen debris might've already burnt upon re-entry into earth's atmosphere.
